Just my 2 cents worth.
If that is the old GE brut force charger for large frame tractor,
my notes show a
4.0 UF +- 6% cap rated at 660 vac nom.
The small frame charger used a 2.0 UF at 660 vac nom.
I have measured that winding on an energized transformer and it is very
close to 660 Vac. Not a place for a Digital Meter.
That transformer winding does self destruct very easy and fast.
