Your suggestion made me think of something. I removed the front batteries 
and unfastened the panel that the solenoids mount to. That let the sector 
assembly move forward a bit more and allowed me to get the assembly out.

It may also be helpful to remove the front batteries. On my I-5, the 
battery box bottom was pressing down on the steering bearing housing. 
Removing the batteries made the job just a little bit less impossible.
