The only true way to access battery state of charge is with specific gravity. Measure you SG and when it is above 1.26 your batteries are charged.

This is my 1st time charging my new batteries on my C-185 Wheel Horse tractor. Batteries are full of water. My hand held Volt meter reads 40 volts but my gauge on the tractor says 3/4 full. Should I continue charging( Too what voltage) or change the gauge?

The fuel gauges are notoriously inaccurate and typically read low. The
resistance of the internal resistor goes up over the years. Trust your
volt meter.

First, you should only add water to fully charged batteries. If the
water is below the plates, bring the levels up to just above the plates
and charge.

Also I would bring the batteries to 7.2 volts each under charge before I
would call them done. That's at least 43.2 volts, keep going.
