Something glued on an E-15 near the toaster.   No.  The PO may have run into an issue where the resister wire broke and it sprung free, or the top of the toaster holder may have bent and touched the grill...If there is another source to ground it probably make a BIG spark and melted wires somewhere else.  The problem with gluing something there is...it's a toaster (Or acts like one), and will get mighty hot.  If the glue wasn't designed to take that heat it could fail...or worse catch on fire.  Same goes for the material they glued in place.  Of course if they glued asbestos in there....well, then there are other issues, but fire isn't one.

If it were mine I would take the toaster off of the wire mesh holder and remove moth from the tractor. 
    Inspect the resister wife and make sure it isn't cracked, or broken.  Replace it if it is.
    wear a respirator and remove the fiber stuff...Or spray over it with a high temp engine paint.
    Make sure the part that holds the charger dial and toaster is complete(Sometimes the bottom gets rotted off and could bend)  Fix it if it is too short.

Or put in an electronic controller ... no toaster.
