Just wanted to say thanks to everyone who responded to my question (on and off-list).  I'm gonna mull it over (not mullet over) a bit and I'll let you know how it all works out.

Also, when tackling this job did not know about DuPont 5718S Steel and Galvanized Refinishing System Conversion Coating. Used after 5717S it leaves a zinc phosphate coat.  Sounds good.

I have refinished several tractor decks. They key as always is prep. If this is  DIY then get as much as you can off with a wire wheel. Once done lay down a coat of acid (OSPHO). Let that sit and regrind. Then wash the deck down with denatured alcohol. Do not use anything with any petroleum base. No paint thinner, no naptha, just alcohol. Then lay down your undercoat. I have always used "rustbullet" which is a POR-15 competitor. I have had no problems with it over clean steel. No chips or flakes after 5 years of mowing. 

If you are getting your deck sandblasted - then wash it with denatured alcohol. Then apply a light acid/water mix. It should not flash rust on you if done properly. Then your undercoat.
