Oops!  Seeing David mention ospho reminds me that I missed a step earlier.  After cleaning the deck underside with lacquer thinner I applied DuPont 5717S Metal Conditioner (phosphoric acid), let it work on rust then wash off with water as per the instructions.  Let  dry and sit overnite, a thin rust surface will be there in morning, ready for POR15 silver which wants to be applied to a rusty surface.  Earlier, I also said 'topcoated with POR silver.'  Mistake.  Silver was the first coat, topped with black.

Also, when tackling this job did not know about DuPont 5718S Steel and Galvanized Refinishing System Conversion Coating. Used after 5717S it leaves a zinc phosphate coat.  Sounds good.

I have refinished several tractor decks. They key as always is prep. If this is  DIY then get as much as you can off with a wire wheel. Once done lay down a coat of acid (OSPHO). Let that sit and regrind. Then wash the deck down with denatured alcohol. Do not use anything with any petroleum base. No paint thinner, no naptha, just alcohol. Then lay down your undercoat. I have always used "rustbullet" which is a POR-15 competitor. I have had no problems with it over clean steel. No chips or flakes after 5 years of mowing. 

If you are getting your deck sandblasted - then wash it with denatured alcohol. Then apply a light acid/water mix. It should not flash rust on you if done properly. Then your undercoat.
