Sometimes, it's the simple things that need a simple method to puzzle them out. :)

Your results tell me that your 1A contactor is not receiving activating 
voltage.Now you'll need to back track and find out why not. 1A Switch is a 
definite possibility.It is one of the small limit switches on your hand 
speed control.The boook should point out which one.

readings I get with full throttle. FYI - I'm still thinking it may be the 
second speed that is out since the throttle is near the gate limit in 
reverse when it changes speed.

1A large studs = 3.8 V
1A small studs = 0 V
According to the E16 manual test 1 of missed second speed I should replace 
the 1A contactor because I don't have 36 V on the small studs but test 2 
says when I have 0V, I should replace 1A switch (what and where is this?) .

2A large studs = 200 MV
2A small studs = 35.8 V
Again, according to the E16 manual test of missed third speed I should 
replace the 2A contactor because I don't have 4 V on the large studs.

I'm no electrician so what is this telling me? Could everything be haywire 
at once or am I misreading the causes of the test values?

          That is as it should be.If the traction motor is not heavily 
loaded, the relay should pick up in First speed.

          Much was lost in the translation from the GE manual to the NI 
manual. :(


   So, if  2A contactor coil voltage is present, and the return side of 
the coil circuit is intact,the only suspect remaining would be an issue 
within the contactor itself.If the insulation bushings for the large studs 
soften, the contacts can recede enough that the disc hits the bushings 
before it can find the contacts. The armature reversing contactors can 
also suffer this fate but that will be something to look forward to in the 
future.

      {As Bill Gunn would counsel, keep those high current connections 
clean and tight. Check them annually.}

I agree, the NI manuals suck, especially when I don't have an electrical 
background.

  How many traction motor speeds is this tractor supposed to have ? I've 
never seen any NI tractors here in Western Pennsylvania.

There are only 2 speeds in reverse as well.
It will go into the higher speeds (but still seems to skip 3) if the load 
is small, but its reluctant to go faster when blowing snow.
Power pulse button does not want to work either.
