There are two seals in that same spot.  The first one fits into a recess in the end bell, then the second one goes on top of that, then the blade hub goes on.

I'm rebuilding one of my 4.5" motors.  In the Service Manual exploded picture they show  a moisture seal (upper) and a moisture seal (lower).  I only found one seal when I took this apart--the one between the shell and the blade hub (lower?).  Should there be an upper and where does it go?
