Ah-ha! I think you've found your problem... one little wire on the wrong fuse... first note that you are reading extra numbers on your tractor as the wires are marked several times at each end. So "32-0132" is really 32-01. The extra "32" at the end is the beginning of the next marking.

The simple fix is move wire 4-00 ("4004") from the end fuse to the middle fuse. Once that is done, things should behave much better.

You may also have to swap all the wires on the two end fuses to get things to match the standard positions and labels. The end fuse labeled for the Lift 30-amp slo-blo should have wires 17 and 2-02. Or leave the wires and make new labels :-)

Keep in mind that the relay voltages will not make any sense until the fuses are working properly.
