One thing i read about recently is the use of Electrolysis to remove rust.  It was in a issue of Rod and Custom I believe, some months back and was a very interesting article.
 
I have not had time to make my own set-up, but perhaps you'd like to be the guinea pig on this...

It would especially be interesting to see how a 36V charger would fare for this kind of job.
 
I would not recommend to use this for the ET frame or similarly critical parts, as the magazine article i read, mentioned something about the weakening of the steel structure, but I didn't look into it far enough to pass a judgement.

Subject: (ET) Frozen mower wheels

Hi there,
 
I'm renovating a mower deck, and the two front wheels are frozen.  That is, the steel rods that run through the bracket that is attached to the mower deck are supposed to spin freely, but due to rust, are frozen.  I've sprayed with WD-40 and Liquid Wrench to no avail.  Anyone have any experience with this or have any suggestions?
