Assuming you're using a voltage-regulated charger, the current stays high 
because the battery's voltage doesn't rise sufficiently as it's charged.  
This could mean a shorted cell.  It could also be caused by a loss of 
active 
material (and thus capacity) from chronic undercharging or neglect.

Bottom line - it's toast.
