Faster yes, more accel maybe. The battery will have a higher resistance.

I've yet to see a 36V motor that would have any electrical issues at 48V.
I've not seen anyone try to optimize the insulation that closely. Now if
the higher speed results in a higher reistance than the motors will likely
over heat. Personally I'd be more worried about the transmission but the
motor might run into mechanical issues as well, it really doesn't matter if
the failure is electrical in source or simply the effect of the motor going
too fast of course.
This could be compensated for with a controller. If insulation was going
to be an issue a controller would be bigger trouble than the increase in
battery voltage.
Also slightly on the negative side the battery will have a slightly smaller
capacity. Probably not enough to notice.
