It is possible that the picture is restricted in some way. More information 
is needed to see if I can help.

You are trying to download a .jpg file-tell us from what and where to what 
and where you are trying to  do this. The text of the error message is also 
needed.

A point to remember is that if you have an error message you don't 
understand, key the text into Google and tell it to Go. Usually it will find 
a webpage that will tell you what it means and what you can do about it. 
This will work often enough that it is well worth doing.
