What is an Easy-out? My understanding is
that there are two allens back to back, so can’t turn them in.

How about an "Easy-out" ?
You may have to drill them out using a
slightly smaller diameter drill and then an Easy-out or drill and re-tap the
hole.

Subject: (ET) Wheel flange!
I have a loose wheel flange on an E-20 tractor that walks
in-an-out on the axel. I have tried everything that I could think of to
loosen the allen screws, in order to remove the flange. The screws won't
budge and I am afraid of rounding the heads. I managed to pull the flange
off the axel with a wheel flange remover tool, but ended up scoring the axel in
the process. I have the flange off, but still am at a lose on backing the
allens out. I have tried a torch to the flange, but still have the screws
bound tight. Anybody have another method of attack for this?
