(ET) Testing charger output

So can someone please give me a procedure for testing charger output?
I thought I had a problem when out put was only 19 volts with no load, maybe 
not?????

I-5 on alltrax
btw...I had a horn button on my I-5 which I was not using. I remounted it so 
that my right foot heal easily touches it. I then but it in parallel with my 
reverse switch.  I now have instant reverse with a touch of my heal. (poor 
mans wig-wag throttle!) And because of the ramp up and down by the alltrax, 
its very easy to use.
