Are you sue the charger is really ut to snuff ?  After charge on mine, 
the fuel gage is above the green well into the white.  Check, should be 
about 47 volts
output from the charger with no load - disconnected.  If only about 40 
probably the capacitor is shot.

For a load tested ( I cheat as I have a real one)  try a couple of 
screen door springs for a load, stretch them so there is no coil to coil 
contact.
