I don't see what the controller has to do with the PTO.  Thus I would 
suspect something in your tractor's wiring.  Perhaps a wire with some 
cracked or worn insulation?

E15.

Still using my original (first generation) controller.  I haven't even 
uploaded the revised field map because I don't own a Windows XP machine, 
and 
their software won't run under anything else.  (I borrowed an XP laptop to 
perform the original setup.)

Sepex controllers usually need to be properly matched to the motor.  
AFAIK, 
Steve Richardson set up the field map for the E15 motor.  Hmm.

Anybody know what the differences are between the E15 and E20 motors? 

Anybody with an E20 willing to propose shipping it to Steve Richardson so 
he 
can examine and analyze a specimen, assuming he hasn't yet done so?
