The blower motor actually has a shunt compensation winding in it to 
prevent overspeed, as does the tiller motor. This is necessary to 
prevent overspeed if say the chain breaks or the tiller belt slips.

The latter happened on my tiller. No big deal, motor went a bit faster 
then that was that.
