Yup. You didn't grease the wheel pivots and the metal galled.Try to get them out. I do warn you though that if you use a sledgehammer and chisel they will never come out. I wound up drilling away at the one of mine that was stuck before giving up and buying a new axle.
If you do get them out, use fine-grit sandpaper to smooth them out and reinstall. They should be slightly snug, then put in new grease.
Axles can be found in the weeds. Elec-traks that have been abandoned tend to have good axles.

Well, I greased it - not much improvement if any. So I jacked it up and disconnected the tie rods. The steering gear itself turns fine. THe whell pivots are where the stiffness is. One of them is *extremely* hard to move.
