Actually, it was common enough for GE to issue a technical paper/service bulletin on it in January 1971.  In essence, you clean the axle, and then prime/bond the hub to the axle with a resin-based (loctite) product.  Check the GE Product Service Bulletins section under elec-trak.com>general discussions>manuals category.  You need to be a member and logged-in to access this section.
