I got an e12m that you couldn't turn the wheels (no batteries in the
tractor) with out the steering skipping.  I was able to shim the
steering shaft that runs along the bottom of the tractor and corrected
the problem..  The lower shaft is held in with a cotter pin.  Pull the
pin and collect 4 or 5 different thickness washers that fit over the
shaft.  Use the combinations to come up enough thickness to mesh the
gears tight and still be able to get the cotter pin back in the shaft.
This should solve the problem.  Make sure that the front end is well
greased and turning easily and you should be good to go.

That is a problem with my E20 as well, especially with the plow on the 
front. Even with it off it skips every once in awhile.

My guess is the steering gear is going. According to the manual the 
steering shaft can be removed from under the tractor. Is it possible to 
replace the pinion gear?
