Dunno, Larry, I just fit the strap to the winch shaft, lace it thru the 
pullies and with the tiller downloop the end over the anchor and tie a 
bowline knot with some slack.

I use the straps from the elcheapo rachet tie downs they sell for tying 
loads on trucks.

Yeah, you have to set up the lower pulley in the right location on the 
shaft ( I use bits of pipe and washers) to keep the strap from running 
sideways and jamming.
