Not always. The government's continued efforts to keep people from
killing themselves, {Or their neighbors.} have resulted in new safety
standards that specify blade tip speed, instead of RPM.
The Feet Per Second spec allows that a larger diameter blade has a
higher blade tip speed than a smaller one, so the engine used in a 22 inch
lawn mower has a lower governed speed than an 18 inch mower.
At the same time, the smaller blades used in a tractor mounted mower
deck are allowed an even higher RPM than those found in a walk behind
mower.
