The tractor controls will short out the mower deck motors when turned off as a safety so the blades stop spinning quickly. This means that in order to do this free-spin test, the mower cord must be unplugged from the tractor (also good insurance for keeping your fingers).

Or if not used much, the motors may be rusted up and need new bearings?

    All three are connected together.  If all the bearings etc are good,
    when you spin one it acts as a generator that powers the other two.
