www.por15.com should tell you. It's a paint that goes over and 
neutralizes rust. Very hard surface, smooth as well. Not recommended for 
places that get sunlight, but for undercarriages it's great.

The Porsche 914 people use to to fix and protect their cars, and they 
*KNOW* rust.
