Farm boy easy wheel weights:

Remove wheel.

Place 5 LONG (10"?) bolts up through attach holes.  You must keep these
bolts square by some means.  Fasten somehow (put something under wheel)

With wheel lying dish side up, place garbage bag over deep dish side of
wheel.

Put 40 lbs. of redi-mix cement in plastic.  Let harden.

When cement is WELL set, flip wheel and hit wheel with sledge hammer until
the cement drops out.

Peel off plastic bag.

Using a flat piece of steel with the bolt pattern already drilled to match
the holes, bolt THROUGH flat plate, cement, and wheel to axle hub.  You 
must
have dish part out, but hub will still work.

I first saw this done on a Bollens 20 HP industrial.  It is 'common'.  It 
is
hard to line the bolts up.
