That's not a filter capacitor.  It connects to a separate winding on the 
transformer, and helps it hold a constant voltage.  I don't really 
understand 
how it works, but apparently it's not really a resonant circuit - 
something 
about keeping the transformer core saturated?  Sorry, best I can do.  But 
it's 
definitely not a filter.
