Hm. Well, you should be going down hill *UNDER POWER*. That is the key; if
you let off on the gas the motor is not engaged, and cannot provide regen.

I have some pretty steep hills, and my typical tack is to mow in L gear and
put the cruise control in. That way going down hills is as fast as going 
up;
no faster. The L gear keeps the speed reasonable.

You get less regen when you're in speeds over 4; when field weakening is
active the motor will regen a *LOT* less.

Warning: If you bounce in the seat on the way down, the motor will cut out
and regen will be lost. When you do get the throttle back in, you will feel
the regen hit *strong*
