Depends on what controller.  Some (most?) do indeed have acceleration 
ramps 
to prevent rearing, skidding, and/or excessive battery current.  In fact 
even the original ET resistor step controller had a sort of ramp - a time 
delay that stepped through the speeds gradually even if you rammed the 
speed 
lever all the way to the top.
