(ET) Curtis controllers

Hope this isn't too far off-topic..

I have a used Curtis controller (1204X-4408) that I'm trying to check out.
I'd like to bench test it with a current limited supply and use resistive
loads to simulate the motor and coil loads and switches for fwd/rev, etc.
I'm basically following the bench test procedure in the manual. Is this a
reasonable way to check it out, or does anyone have a better idea? It seems
to come up properly (no smoke, reasonable standby current draw) but I can't
get it to 'cut in' and start delivering power. I sequence the startup
correctly (I think) - mains, keyswitch, fwd/rev, then throttle. I did learn
from Curtis that this model is 5K off, 0K full on.

Anyway, seems like some of you know these things pretty well - so if you
have words of wisdom let me know!
