On my ET, the chains go on for the winter, and come off for the summer.  
Since I find it much easier to apply the chains with the wheels off, 
that's 
the perfect time to tighten this setscrew.  It's always loose on one 
shaft, 
the left I think, and never on the other.  No idea why.
