I have had good luck in the past with polyester resins staying on steel repairs for years (polyester not being as good as epoxy). I have repaired industrial equipment and been surprised that parts held for years. The down side is it is not pretty. The rust/brown color shows through. Maybe a top coat with the non-stick plow paint suggested by a group member.
