Not to be the rain on your parade,but don't waste your time on such a 
setup. Rigid steel wheels have a VERY small footprint because they cannot 
mold to the ground surface at all. They are almost totally useless on 
macadam or concrete.The only place they are of any use are when working on 
dirt. 
 I have had extensive experience with various types of wheels,and rubber 
tires with chains (and weights if you need them) will give you 
unparalleled performance in snow.
Just thought I'd save you some money.

I once had a neighbor build his own set of steel wheels instead of 
chains.. He made a steel tub that was a tad smaller around than the rear 
tire (fully expanded with air) and a little narrower.  Then welded angle 
iron on it in a wish bone pattern.  Jack up the tractor, let a bunch of 
air out of the tires, slide the steel wheel tub in place and blow the tire 
back up.  The force of the air pressure held the steel wheel in place.  No 
tools, no mess, no fuss.  If I ever get into the possession of needing 
more traction, I am going to make me up a pair instead of chains..
