It was like the power to the coil was switching on/off, pulsing. I don't 
have
a digital VOM so I was getting the average voltage, kind of like a dwell 
meter
:-) 

I also tried jumping between the hot side of the contactor (big lug) to the
positive side of the coil (small lug) and it did the same thing, almost 
like
chattering. Shouldn't jumping the coil like that bypass the whole 
controller?
