My impression is that as long as you add weight to the appropriate end, it would pretty much take going up a cliff to overturn. On the other hand with say the heavy tiller raised up on back and nothing on front the smallest hill is enough to make the front wheels lift off the ground... but the danger is limited in that case as the tiller itself soon hits the ground.
