I work in a hardware store.  Our fastener rep (Hillman Co.) provided us with a fact sheet that definitely recommends lubricating machine-threaded stainless fasteners so they won't gall.  According to him, a "drop of oil" will do.
 
If you use dissimilar metals together, I would suggest "Never-Sieze" or equivalent.

   When any of you guys use stainless steel nuts and bolts on the mower deck motors, did you find the need to use a thread lubricate to keep them from becoming galled together?  What if I use a standard grade 3, steel bolt with a stainless steel lock nut, any foreseen problems with this?
