Yours should be an E- 12 S,which is , for our purposes, an E-15 AA through
GA model, with many components missing.
       Since this has a field reversed traction motor control, the first
place that I would look for trouble would be the reversing relay.The
varistor for the field should be on it's own little board. The E-12S does
not have a Card #3, where it would normally live, since the E-12 S has no
provisions for field weakening.
        Card #1 is the board where the time delay, PTO, and RTN® functions
are found. You will notice there is room for many components that are not
there. Those other functions are exclusive to the E-15, such as field
weakening, for the four other speeds that the E-12 S does not have.
    I hope that this can head you in the right direction.
