I think maybe part of the problem is the fact that, as most of us know, but not all, some tractors don't have 'high' speeds. I have owned two E15's, one of which had 7 throttle speeds, the other had 4. On the E-15 with 4 speeds, the top speed was the efficient, resistor-free, speed. There were no higher speeds. Of course, on that tractor it would be very foolish to try to lop off the top speed. And if that's the tractor you are familiar with you may not understand just what the discussion is about.
