if by this you mean the main disconnect, they can be real tempermental, 
and 
can appear physically to be on but have insufficient contact.  it can be 
cleaned up by taking it out, or keep pushing switch it in and out, and 
turning at same time and you might come to a cleaner spot on the large 
washer 
inside device.  thats my first guess since you dont have power to the 
meter,
