(ET) [ET] Charger

Hi all.

I finally finished checking the wiring in my E12 today. cleaned all the
connections and installed used batteries. Now I find that after 4 hours
with the charger plugged in that it may not be any good.

The timer clock does not run. I'll get one of harry's boards to
eliminate that.
The voltage with the charger on after the 4 hours was still 37.4V....
the same as without.

Some troubleshooting instruction would be most helpful.
