Rust-Oleum makes a product called "Rust Reformer" that sounds similar; I
used this on mine E12. It's odd stuff. A friend with some knowledge of
chemistry says its reacts with the iron oxide to change it to a more
stable iron compound (that's black) and in the process bonds to a smooth
plastic-y coating that's left when it dries. The coating turns out to be
a really good undercoat for industrial enamel. I ended up using this for
undercoat even in the places where I pretty much sanded to bare metal
because I ended up trusting it more than primer to protect the metal
surface. Several years have passed and it's holding up nicely.
