(ET) Dashboard removal

I am trying to check out the wiring on the back of the mower-lift switch on
my ET model 26AE14AA. I removed the hexhead screws from the upper dashboard
and it doesn't fall forward. Should I force it or must I also loosen the
lower part of the dash?
Help!!
