Evening, everyone: No matter what you use for painting, I'd use one of
the "rust neutalizers" that change the active rust to Iron phosphate.
Rustoleum makes one in a spray can, so do several other companies. This
will at least stop the rust (oxide) from traveling under the paint
layer.
