If you do decide to use fiberglas, the best approach is to use one of the
"rust comverters" available as a spray can first. If you don't neutralize
the rust it'll just keep going under the 'glass. The converters typically
change the iron oxide to iron phosphate (like parkerize) and do a good job
of inhibition. The suggestion for "truck liner spray" sounds good but
probably expensive. Spray undercoater over the neutralizer probably would
be a good compromize.
