It sounds to me like one or more burnt relays, especially the reversing
relay. When I first got my E-15 I had a lot of trouble with burnt relays,
filing and replacing them pretty often. When I learned to quit using them
for brakes the trouble stopped. Do NOT put it in reverse until the tractor
has STOPPED all forward motion (and vice versa).
To access the relays, lift the hood, take out the two screws that hold the
black panel.
