Another tip; the timers don't last well. Some have 'dead-spots'. An easy
fix is to jumper out the
timer so your AC goes directly to the charger. As far as the diodes; even
connected you should
get one direction showing a lower resistance than the other. That isn't a
fool-proof check, just a
sanity check. Another question; does the transformer hum? It should.

Did you turn on the master switch (the L lever)? Fooled me for a while.
