(ET) E-12M

Just purchased an E-12M. Don't know much about it
Need to ask a dumb question.
When I bought the tractor I was told that the batteries were bad.
I thought I would plug in the charger to see if it was working.
When the battery charger is turned on it makes a fairly loud humming noise.
Is this normal or could I have some other problem
