A Special Message from the APS Executive Officer
Dear Department Chairs,
This message needs to be forwarded as soon as possible to relevant Principal Investigators (PIs) in your department, as it gives them the opportunity to give input regarding the burden of Office of Management
and Budget (OMB) Circular A-21 reporting requirements.
As some of you know, seven years ago the Office of Management and Budget released Circular A-21, a document that established key principles for determining costs applicable to grants, contracts, and other agreements
between the Federal Government and educational institutions. However, the document’s requirements created administrative burdens that the current administration believes could be reduced.
In an effort to streamline the administrative processes outlined in Circular A-21, The National Science and Technology Council (NSTC) and the OMB have commissioned a task force to review and recommend revisions
to the document.
The A-21 Task Force is requesting feedback from faculty and staff at educational institutions, members of professional Societies, and the public. Because a significant amount of physics research is funded by
the Federal Government and these changes will have a direct impact on the physics community, I urge you to share this information with your colleagues at your institution so that they can provide comments.
