Snowblower like all other working Elec trak devices never uses the frame as a ground. There are three wires coming off the PTO. The two "wing" ones are + and - 36 volts if I recall, and the center one is designed to allow a device to "short" the motors to positive when the PTO switch is "off". This is used to stop PM motors from spinning quickly (like a blade brake on the deck motors).

The snowblower, being a series wound motor, can't brake so it simply uses the + and - to run its series wound motor and the center wire is not used. Same for the tiller.

So you should be able to wire one of the two slanted blades to +, the other to -, and see how the blower is going. If it's going backwards, reverse and try again. Oh and use a big contactor to turn it on and off.
