It sounds like your resisters are still engaged. Measure the voltage across the resistors when you test the forward speed. You should not see more Than a small fraction of a volt (.1 volt or less). The power pulse allows one of the resistors to be bypassed.

I have a B145 wheel horse and it does not want to move very fast. It loses power going up hills in L. I have checked the throttle switch and you can tell it is going in all three speeds with the wheels off the ground.The batteries are fully charged and the mower deck runs fine while cutting the lawn.I have checked for power between the frame and batteries and there is no draw with a light bulb or meter.It does pick up speed with the power pulse button pressed. Is it possible that the drive motor is getting weak. Any help would be greatly appreciated.
